I suggest that requiring an off day is an odd restriction to bouncing back to the #1 starter??
With the modern use of the 5-man rotation, you almost never see a fifth starter skipped without a day off on the schedule -- on a 2,430 game season, you could probably count them on one hand, at most two. I don't know what season you're playing, but I can't fault the implementation of that rule as far as any season in the 2000s.
